This is especially true if you take out the element of the keys from this dungeon. Unlike many of the puzzles in other dungeons, which have a feel more like some ancient temple from Indiana Jones, (that is, built to keep intruders OUT, or an ancient relic IN), the puzzles in this temple seem to be more just for the sake of a challenge. The Heroes Academy Element would explain why it is so heavily fortified, as well as the nature of the puzzles/opticals. It was originally both the new location for the Heroes Academy, as well as a temple/tribute to the wind and sky. My personal theory on this place is that it was built shortly after the Descent from the Sky in the ending of Skyward Sword.
